Do people use the grease cover when fitting sealed bearings to the front wheel?

I did. More protection can only be a good thing.

I am keeping the left side shield and throwing the right side ones away as they are both damaged.

I have just restored and rebuilt this front wheel last week. I used new bearings with rubber seals, but still refitted the original outer metal shields. In fact I also refitted the brake side inner metal shield that sits on the inner circlip. I have another of these front wheels to restore and will do the same to that.
